Fan Problems

Hey guy i got a VX commo just had engine replaced everything that i can see seems to be all put back together.

My problem is no fans come on for low and only the Air con fan comes on for high ( if you are standing over the car from the front facing the seats it would be the fan on the right). What could be the problem ? any ideas
